/memspellset is not functioning for UF client only

Description

/memspellset is a native EQ command. It'has been confirmed to work on Titanium but not on Underfoot client here on EQTitan.

It has been confirmed to work on both expansions on PEQ.

patch_Underfoot.conf suggested changes:

-OP_SwapSpell=0x0dda # C
+OP_SwapSpell=0x5805 # C
