Rogue Disciplines Timer issue

Description
Duelist Discipline (Timer 2) and Twisted Chance (Timer 3) cannot be used following each other. They should not share the same recast timer, however, in game once you use one, the other cannot be used until the ~20 minute recast timer cools down.
