This is the case for 5 of my toons: Saramin, Ciph, Marzuk, Mortimor, and Anari.

I had a similar issue with Murder but when GmTitan gave me the bag with all the heads from the 10th arena fight (after reporting this issue once), Turlini gave me the report.

I've repeated the coliseum event a second time and still can't get Turlini to issue me the report.
