Lost Heirlooms (Level 35) Quest. Gleaming shards not dropping in Dawnshroud?

I've spent 2 days with a group in Dawnshroud with no Gleaming Shard drops. Bug or Feature? Got all the shoulder pads from there on the 1st day. No shards dropped at all in 2 days there.

Put the emblem and shard into the lockbox and combine them. (0/1)

Casters/priests craft a Lustrous Insignia of the Silverwing, while melees/hybrids craft a Gleaming Signet of the Silverwing.
