Can't purchase PackShrew(ranger) from Butcherbloock LDON

Description

Ranger is lvl 46, has 256 points available from mistmoore , spell cost is 200. Still greyed out and not able to purchase it. Checked the 2nd vendor, same issue.

it Appears the spell is attached to miragul's points, instead of mistmoore, go figure.
