PH's are drogmar in front of the Crypt of Nadox main entrance. There are some that spawn by themselves and some that spawn in small groups. I am not sure if the ones that spawn in small groups are PH's, but the ones that spawn by themselves are definitely PH's. The camp is so easy you can just kill all the mobs in the area.
