Summary
Obtaining the final turn-in for the Bard Epic requires gathering four main items:

Quest Steps
Step 1 Stained Parchments
Stained Parchment Top and Bottom are intended to be pick pocketed only. It appears you can kill the npcs with no faction hits and loot instead. Bug Ticket.
- Find Founy Jestands in North Kaladim.
- Pick Pocket Founy to receive Stained Parchment Top (28010) dropped.
- Find Tani N`Mar in Neriak Third Gate.
- Pick Pocket Tani to receive Stained Parchment Bottom (28011) dropped.
- Find ERROR invalid NPC id Anson_McBale. on EQTitan he spawns in kithcor, highpass or highpasshold. (RoF2 client uses highpasshold zone.)
- Say "I need to see Stanos" to spawn Stanos Herkanor in nearby.
- Give Stanos Stained Parchment Top (28010) dropped and Stained Parchment Bottom (28011) dropped to receive
Combined Parchment (28012).
Step 2 Scribbled Parchment
- Find Eldreth in Lake Rathetear.
- Give Eldreth the following:
Step 3
- Find Yendar Starpyre in Steamfont Mountains who paths around the zone.
- Give Yendar Scribbled Parchment (28053) to receive Tattered Parchment (28055).

1) Head to Steamfont Mountains and find Yendar Starpyre, who roams all over the zone the zone. A tracker would help.
2) Give Yendar Starpyre 
Scribbled Parchment to receive Tattered Parchment.
3) Next give Yendar Starpyre the 
Book of Souls along with the Tattered Parchment you just got. This depawns Yendar Starpyre and spawns Renux Herkanor (level 50). Kill her. Loot Translated Parchment. I soloed her as a 65 warrior without an issue.
As of 2/17/21 Patch Renux Heranor no longer drops 
Jagged Diamond Dagger. You will have to do a sub-quest to obtain it (see Step 8).
Step 4
Head back to Highpass Hold and give Translated Parchment to Stanos Herkanor to receive 
Sealed Box. Say "I need to see Stanos" to Anson McBale if Stanos Herkanor is not already up.
Step 5
Go to Kithicor Forest. Give the Sealed Box to any of the Dark Elves at the Cabin Ruins to spawn General V`ghera. These mobs only spawn at night. He hits fairly fast and everything in the cabin will assist when he's pulled. It's best to have a geared team and/or a puller to split the General (at level 65). I was able to duo him and his adds with a level 65 Time Geared Cleric/Warrior Combo, but if you want to play it safe bring more. 2-4 groups might be better pre-65 depending on how geared everyone is.
Once he's dead, loot 
General's Pouch. General V`ghera.
As of 2/17/21 Patch Notes:
— General V'ghera will no longer carry a Cazic Quill.
Step 6
Gather the 4 robes below:
Robe of the Kedge - Drops from:
- Phinigel Autropos in Kedge Keep - 12 hour respawn. Can spawn via DZ also. Uncommon Drop.
- Advisor Czatl in Kithicor Forest (Dark Elf Ruins where General Vghera is spawned) - Rare Drop
- Coercer Qioul in Kithicor Forest (Dark Elf Ruins where General Vghera is spawned) Rare Drop
Robe of the Ishva (Tradable, check the Bazaar) - Drops from:
- The Ishva Mal in South Karana - Roams. PH is a Ishva Lteth gnoll. Tracker Recommended. Common Drop.
- Coercer Qioul in Kithicor Forest (Dark Elf Ruins where General Vghera is spawned) Uncommon Drop
Shining Metallic Robe (Tradable, check the Bazaar) - Drops from:
- the ghoul arch magus in Lower Guk (undead side) - PH is a kor ghoul wizard. Uncommon Drop.
- Yendar Starpyre in Steamfont Mountains - Common Drop. Requires strong group or small raid force.
Robe of the Oracle (Tradable, check the Bazaar) - Drops from:
- Oracle of K`Arnon in Ocean of Tears. Always Drops. Easy solo kill, level 40.
*As of 2/17/21 Patch Notes he has a respawn timer of 2 hours*
Step 7
Head to West Karana and find Vilnius the Small. He is a Barbarian on a small hill that spawns at night. a brigand takes his place during the day. You do not need to kill the brigand. It will despawn at night and Vilnius the Small will take his place a few (in game) hours later.
Give Vilnius the Small Robe of the Kedge, Robe of the Ishva, Shining Metallic Robe, Robe of the Oracle to receive Cazic Quill.
Step 8
As of 2/17/21 Patch you must now do this sub-quest to obtain Jagged Diamond Dagger
You'll want to collect 4 items. They drop from named/rare mobs in various zones.
Fleshripper - Drops from a kobold king <a href="https://www.eqprogression.com/wp-content/uploads/Rogue_Epic/kobold-map.jpg">(MAP) </a>in SolB (no trade)
Gigantic Zweihander - Drops from Karg IceBear <a href="https://www.eqprogression.com/wp-content/uploads/Rogue_Epic/Karg-Map.jpg">(MAP) </a>in Everfrost (tradable)
-Karg IceBear is a roaming rare spawn in the East side of the zone. Kill trash until he spawns (spiders/leopards/orcs/bears/goblins/mammoths/etc). A tracker is recommended. He will spawn more often and drop the sword more often starting 2/17/21 patch.
Mithril Two-Handed Sword - Drops from the froglok king <a href="https://www.eqprogression.com/wp-content/uploads/Rogue_Epic/froglok-map.jpg">(MAP) </a>in Lower Guk (tradable)
Painbringer - Drops from a kobold champion <a href="https://www.eqprogression.com/wp-content/uploads/Rogue_Epic/kobold-map.jpg">(MAP) </a>in SolB (no trade)
Give all 4 items to Vilnius the Small in West Karana to receive Jagged Diamond Dagger. See Step 7 for how to spawn him.
Step 9
Go back to Highpass Hold and spawn Stanos Herkanor for a final time. Say "I need to see Stanos" to Anson McBale if Stanos Herkanor is not already up.

to receive your
